Auditors from the Federal Revenue Service are on strike, causing a disruption in public service and the release of cargo at the Customs in Santos, Brazil. The strike is a result of the government’s failure to comply with the regulations established in Law 13464/17, which provides for a salary agreement with the professionals. This measure is having consequences for the port operation in the city, as up to 50% of accumulated cargo may be affected.
Since 2017, auditors have been conducting a series of strikes, with the last one announced on November 20th of last year. Last Monday (5), auditors from the Federal Revenue Service in Santos held a meeting and decided to suspend public service and cargo clearance at the port of Santos.
According to the National Union of Auditors from the Federal Revenue Service of Brazil (Sindifisco), services will be suspended from Wednesday (7) until the following Saturday (10), with the exception of the release of perishable, live, dangerous, medicinal, and on-board food cargoes, as well as those that have received a court order.
Flávio Prado, vice president of the National Union of Auditors from the Federal Revenue Service in Santos, explained that attempts to engage in dialogue with the federal government have been unsuccessful. The agreement made in 2016 was supposed to consider productivity when determining the category’s remuneration, but this has not been implemented.
Flávio also mentioned that between January 20th and 26th of this year, no cargo was released. After this period, auditors started providing service once a week.
The slower analysis of goods by the auditors can be detrimental to both companies – which face unpredictable delays and increased storage costs – and the port operation. Flávio estimated that there is currently a backlog of 40% to 50% of cargo in storage.
The federal government presented a proposal to the Union on Thursday, January 1st. A national assembly on Wednesday morning, where votes from all over the country will be counted, will determine if the proposal will be accepted or not. The result will be announced by the end of the week.
If the proposal is accepted by the category, then the strike and mobilization will be concluded, and normal operations will resume the following day,” said Flávio. If the proposal is rejected, the strike will continue and further negotiation rounds will be expected.
In a note, the Port Authority of Santos (APS) explained that it is responsible for the public infrastructure of the Port of Santos. The movement of cargo is carried out by private operators, who are the ones that can assess in real-time the consequences and impacts of any demonstrations.
The g1 reached out to the Ministry of Finance and the Union of Port Operators of the State of São Paulo (SOPESP) for comments on the matter, but has not received a response yet.
